No. 25-5044 Argued September 17, 2026 Published October 10, 2026

The Ninth Circuit hears United States versus Rodriguez Velasquez. Rodriguez Velasquez was sentenced for smuggling goods from the United States, and he is appealing that sentence. Under the federal sentencing guidelines, a base offense level is the starting number used to calculate a recommended sentencing range. Other adjustments and criminal history also enter the calculation; offense levels are not years of imprisonment.
