The Fifth Circuit reviews three emission limits in Louisiana's permit for Venture Global's CP2 LNG terminal. Louisiana Bucket Brigade and Sierra Club will contend that LDEQ never explained why the turbines at CP2 could not meet lower limits used at grid-connected plants. LDEQ and Venture Global will answer that the isolated power island and fuel mix at CP2 support those limits. David Bookbinder represents the groups.
