Suiza Dairy, Inc. v Gonzalez-Beiro — 1st Cir. (Nov 6, 2026)
The First Circuit considers a dispute over who can enforce a settlement in Puerto Rico's milk industry. Two milk processors, including Suiza Dairy, challenged the government's milk-pricing system in federal court. The regulations affected both the cost of buying raw milk from farmers and the price processors could charge. A 2013 settlement ended the lawsuit and required changes to that system. The judge kept authority to enforce the agreement, but the judgment referred both to four consecutive years of compliance and to December thirty-first, twenty-seventeen. Years later, Suiza returned to federal court alleging violations and seeking contempt sanctions. The district court denied that request because it read the judgment as ending federal enforcement authority in 2017. Suiza's lawyer will argue that the four-year compliance condition was never satisfied, so that authority remains. The government and an intervening company will argue that the written end date controls. Listen for whether the date set a firm deadline or described what the parties were expected to accomplish.
